Is there a problem with Canadas immigration policy? Donald Ripley thinks there is. In Is Canadas Immigration Policy Behind the Times?, an address delivered at the CSSR conference in Toronto on 28 May, 2001, Ripley argues that the current policy is allowing far too many of the wrong kinds of people into Canada. He contends that 85% of current immigrants are destined to be nothing but a financial burden, and even implies that homelessness, high taxation and a high unemployment rate can all be blamed on Canadas too generous immigration policies.
