The Economic Arguments for and Against Equalization
This paper discusses the pros and cons of equalization as a government policy, particularly in the federalist systems of Canada, Australia, Germany, and the United States, with equalization being a way of spreading the wealth so that lower-producing entities such as cities are given benefits from the higher-producing entities, such as the state, in an agreed-upon formula to see that the expenses and needs of all are met to the greatest degree possible
