This paper considers how effective punishment may be, noting the high rate of recidivism and the various means undertaken to incarcerate more people and to shift from rehabilitation to punishment, with questions raised about the effectiveness of punishment even as people call for more punishment through mandatory sentencing and other means, even to increasing punishment to prevent crime.
